(L'PI) Dr. Alberto Gainxa Paz, the publisher of La Prensa, said Friday night that the surviving dictatorships in Latin America were obstruct ing the interamerican system. The noted publisher of the Bue nos Aires newspaper said such governments were being main tained by force and were a dis grace to the interamerican sys tem. Dr. Gainza Paz, one of the leaders in the successful struggle against the Peron dictatorship in Argentina, said in an address before the Good Neighbor Com mission of Texas that "those in our continent, or outside of it, who accept dictatorial regimes are irreconcilable enemies of America." "They oppose the fundamental principles capable of assuring the peace, progress and the unity of our peoples," he said. America and oppression, Amer ica and diespotism are absolutely antagonistic terms, he added. Dr. Gainza Paz recalled that Oliver Wendell Holmes: comment ing about the United States, said, " 'Not by aggression, but by the naked fact of existence, we are an eternal danger and an unsleep ing threat to every government that founds itself on anything but the will of the governed.' Hybrid Has High Yield WASHINGTON (UPI) The Agriculture Department said today researchers have developed a ' semi dwarf hybrid soft white wheat which has yielded 13li bushels an acre. , The new semi-dwarf hybrid short-stemmed and stiff-strawed j was developed by the Washington I and Oregon agricultural experi- ment stations in cooperation with the Agricultural Research Service. The wheat was developed from) multiple crosses between q Japa-1 ncse wheat called norin 10 and ccr j tain U.S. varieties. The hybrids grow from 25 to 38 inches high, compared to 45 to 55 inches for' standard soft winter varieties. ' Soft white wheats are used in preparing pastries. The hybrid was developed in the ', Palouse region of Washington,! where much soft white wheat is. grown. The department said no seed of the new hybrid is available I yet for release to growers. OSC Mothers' Club. to Meet First fall meeting of the Oregon State College Mothers' Club will be held Wednesday, October 29, at 8 p.m. A special invitation to attend is extended to mothers of all OSC freshmen from the local area, as well as to mothers of other new students. New officers of the club are Mrs. Warren Thompson, presi dent; Mrs. Stacy Smith, vice president; Mrs. Ollie Bowman, treasurer, and Mrs. Mike Phelps, secretary. One of the major projects of the club is entertainment of all col lege students who come home fur the holidays.
